A tower with offices, three low-rise wings with workshops and laboratories, and an enclosed street with the council chamber, multiple meeting rooms and the main entrance. At District water control board Amstel, Gooi and Vecht it is all about water. In the competition design this is represented in the enclosed street with a long cascade with a natural decline and on the grounds by the water purifying “wetlands” and the water circulation powered by windmills. The building is facing the Amstel: inside by the increasing height and width of the enclosed street and outside by the position of the water garden and the tower in the bend of the river.
