Historical Development of the Community College Model The foundation for contemporary community college models is found in four distinct institutions. In the nineteenth century, the Scandinavian Folk High School offered nonformal adult education for local community interests while the German Volkhochschulen defined formalized postsecondary, preuniversity institutions throughout Europe, Canada, and the United States.
