During this time, when both church and government were unconcerned with the Indians' miserable living conditions, the percentage of Indians in the Mexican population steadily declined.

Some looked to education for the Indians' regeneration. Others doubted the Indians' ability to learn and improve their status. During the Díaz presidency, Indian education was primarily limited to the teaching of Spanish to Indians. Interest in Indian education was primarily intellectual rhetoric. Just as ephemeral were the precursors of indigenismo, which glorified Mexico's indigenous cultures. The first Indianist societies began during the Porfiriato, and archaeological work started in earnest; but, ironically, this incipient indigenismo began in a society that did little to better the deplorable socioeconomic conditions of the Indians.
