This was the case in early 1995, for instance, when the Security Council was holding preliminary discussions about the future of the United Nations Angola Verification Mission (UNAVEM). The three African Members of the Security Council at the time, Botswana, Nigeria, and Rwanda, were invited to participate in the meetings conducted in February 1995, during which the Executive Committee received a delegation from the OAU’s Council of Ministers and prepared a plan of action for the subsequent UNAVEM debate at the Security Council.

By frequently rotating the leadership position, the Group has successfully avoided being dominated by one ideological camp or the other. The practice also allows for a certain degree of predictability in the Group’s affairs and allows the Member States to plan their activities long before assuming the Chair.
