The adjudicating panel might see the proposal as seeking a research grant—and a very large one at that. If the proposal were interpreted in that way it was unlikely to be successful as the body seeking proposals did not fund research.

SUMMARY AND CONCLUSION This chapter has advocated participation in educational action research projects as a mode of educational development. The characteristics envisaged for this means of quality enhancement are summarized here to characterize this vision of educational action research: 1.
